But Rudra is not Vedic Agni. They are very different deities. Vedic Agni is deified as many different gods. Must be very careful in reading the verses while trying to understand psychological sense behind it.
The problem comes when we mentally try to understand verses of Shruti. May I suggest Sri Aurobindo's Secret of Vedas. @redLotus1_ or @kalisbrood might be able to explain Agni or Rudra better as explained by Sri Aurobindo
